What it does (in case you haven’t guessed yet) is pop a popup with an offer that’s sweet to tweet your blog for a freebie — or at your option, allow signups to your opt-in email list. It then redirects to a page where they can download your ebook or watch your video – or whatever. It does a normal popup (displays right after the page loads), or an exit popup. All easily set up in your admin Settings page.
